Specific accountabilities:


The incumbent is responsible for regularly updating the department manual of procedures and reports related to contract cost overruns. The individual also analyzes and interprets various statistics related to operating expenses for service contracts in order to explain cost variances. He or she acts as the point person for requests from Operations managers with regard to the procurement of goods and services for our properties. He or she offers support to buyers as required and to procurement system users.
  • Consolidate information on service contract–related operating expenses incurred in our properties, by property, by region and by specialty.
  • Analyze and interpret various statistics related to operating expenses for service contracts, by region and by property, in order to explain cost variances (e.g., snow removal, janitorial services).
  • Regularly update and produce reports on contract cost overruns, calls for tenders, exemptions, savings, supplier evaluations and price comparisons.
  • Serve as the point person for all requests from Operations managers concerning information on the procurement of goods and services for our properties.
  • Regularly update department manual of procurement procedures in line with best industry practices.
  • Contact contract managers once a year to evaluate the quality of services received and determine their level of satisfaction.
  • Help produce technical documentation for procurement purposes (specifications/procedures) and link with the computer application (Juice).
  • Interact with suppliers to find and procure goods and services.
  • Receive and review complaints, forward to team members and help resolve problems.
  • In cooperation with the coordinator, oversee the management and update of systems and the “task manager” project.
  • Ensure thorough follow-up and validation of information related to service agreements (end dates, optional years).
  • Provide support to users of the Juice system, purchase orders and service contracts.
  • Work with buyers to analyze properties’ needs and optimize services received.
  • Draft correspondence related to contracts and, as needed, provide assistance to buyers for calls for tenders.
  • Process certain repeat orders and ensure follow-up after contracts are signed.
  • Perform various administrative duties for the department (filing, translation of documents, etc.).
  • Carry out any other related tasks requested by the manager.
Key requirements
  • College degree (DEC) or bachelor’s degree in administration or the equivalent, plus two years of experience in procurement and contract negotiation, or equivalent experience.
  • Strong research and analytical skills; detail-oriented.
  • Logical, quick-thinking and able to identify and analyze problems in a timely manner.
  • Highly organized, able to handle several complex projects at once.
  • Able to work well both independently and as part of a team.
  • Strong sense of ethics, transparency, honesty and discretion required.
  • Excellent listening and communication skills essential.
  • Solid knowledge of Excel, Access, Word, PowerPoint and Juice; general computer proficiency.
  • Fluency in written and spoken French and English.
